Replaced select boxes with single auto complete for composing messages.

• Administrators have the ability to send messages to users, groups and roles.
• Group Admins can send messages to groups they own and users.
• Registered users can send messages to other users based upon privacy settings.

Added ability to sent to multiple roles and groups with same message. 
Improved attachment handling with ability to remove attachment.
