Add the ability to manage available tabs for Profiles and Groups from within the corresponding view.

Admin will be able to define default tab structure.
Admin will be able make additional tabs optional.  For example, a site that is configured with UVG may want to have a predefined tab to display Videos.  An admin may choose to make this tab optional which would allow the user or group to choose if this tab is displayed.

Admin will be able to define available permissions per tab.  For example, an admin may want the info tab to always be displayed, but allow a user to control their own permissions for the Photos tab.
