How/where do I change the Welcome Verified message so instead of coming from [AS:SENDER:DISPLAYNAME] which is the portal administrator, to a specific User who is the forum administrator?

Control Panel > Design > Email Templates > Welcome Verified Message
You can just replace the token with whatever text you desire.
