I've set permissions on my album to allow for comments and ratings, but I don't see the ability to add ratings anywhere.
Is this a token that needs to be added to the template or...?

No, we have the permissions options available but haven't implemented photo ratings just yet. Should be available later this month.

Will this be in the form of the seperate comments/rating functionality that was mentioned in the past?
Will we have the ability to rate/comment on anything/everything? Please.

It is based on that control, but might not be ready for the global comments/ratings with this release. We are getting much closer.

Ah well that's unfortunate.
I was under the impression I had access to that ability when I purchased the software.
