    I am trying to upload files. I can get them to upload.
    However, other users can see that the file was uploaded. but when they click the file it only opens the default album PNG.

    Only the orginal uploader can access the file.   

    Where are the setting fore this to be resolved.

    Where are you uploading the files, on the Activity tab of a profile?

    What setting have you selected on the Journal page of the control panel, under Default Journal Entry Security?

    I got it, it was based on something related to everyone needing to be default on the posts.
