I have a client with a Godaddy email account who is not receiving email notifications from topics she is subscribed to.

I have also experimented with a Godaddy based email account I have and I am getting the notifications to that one.

I had her set her spam filter very low and whitelist the admin account sending the emails.

Has anyone else had an issue with this?

Is there anywhere to find a 'bounce' message that might be coming from a forum notification email? Nothing is in event viewer and no bounce msg is coming to the admin email account that send them out.

Does she receive Private Messaging notifications?

We are not using that function in this community but she does receive system emails (from newsletter, role created, etc.).

EDIT - maybe those system emails are NOT coming to her. I will keep testing.

Wow. That was deep. The issue was that I host both the domain with the DNN install and the one that should have been receiving the notification email on a server. I had to to go in to Plesk to the domain of the recipient domain and->mail->disable and it now works and they are receiving other emails as well.
