I have all my forums set on the Group level with Auto subscriptions for certain roles, for New Topics only. We wanted everyone to get these notices, but have the option of disabling all email notification. I had thought by going to My Preferences and unchecking Subscribe to Topics or Subscription Type: disabled, that this would do this, but it does not seem to be the case. And Forum Tracking seems to allow them to choose to subscribe to all replies in a forum, but not unsubscribe to new topic emails. Is there any way for a user to override a group or forum subscription setting??

No, users can not unsubscribe from auto subscriptions.

One way you could do it is have a specific custom role set to auto subscribe, then just remove the user from that role.
