Change "Create New Case" button on the New Case form to read "Submit".

When a user creates a new case they:
  - Press the "Create New Case" button in the console.  This brings up a New Case form.
  - Populate the form with the details of the case.
  - Press the "Create New Case" button at the bottom of the form.  This second button would be both more intuitive and more consistent with other DNN modules if it read "Submit".
