This is a problem being caused by another module. You can the reference in the error message:
    Brettle.Web.NeatUpload.UploadHttpModule.WaitForUploadToComplete(

I'm not sure which module uses it, but it has always caused problems for any other module that upload files. It intercepts the request that active social is expecting and throws the error. I would suggest commenting out the HTTPModule for NeatUpload and see if the problem still occurs.
