I enabled valid login (from dnn user settings) to make sure old users will update their profile. But it does not enforce anything. Users without valid profile still got redirected to the AS profile page.  Is there anything I need to configure in AS to make this work?  Thanks in advance.

It isn't intended to do anything when using the signup wizard.
